Tighter rein on moving missile technology

Control over transshipment of missile technology is to be tightened.

The Government has revealed it recently amended the list of controlled items moving in and out of the SAR. This included broadening control over transfer of missile technology and relaxing restrictions on nuclear technology, and communications equipment.

The move comes after a US congressional report said the PLA Garrison could have been exploiting Hong Kong's independent Customs regime to smuggle strategic goods.

In a paper to legislators, the Trade and Industry Bureau said the amendments were needed to reflect recent changes adopted by various international non-proliferation regimes.

Controls on materials related to rocket propellants and other navigation equipment have been revised.

Restrictions on high-power computers have been relaxed while telecommunications have been delisted.

The changes will be gazetted tomorrow.
