Housing staff shun survey

A controversial study to find ways to streamline the Housing Department suffered a major setback yesterday when unionists vowed not to co-operate.

A leader of the 9,000-member Alliance of Housing Department Staff Unions, Lo Yuk-lun, said they would not provide any information for the research.

'We will not co-operate unless they make improvements to the questionnaire,' he said.

'The questions are too simple and too general. Many of our colleagues dispute the accuracy of the study.' Aiming to reduce overhead costs and enhance competitiveness, the Housing Department commissioned PA Consulting Group to conduct a survey of the whole organisation.

Staff were asked to fill in a form about their jobs to allow the costs of services to be worked out.

A department spokeswoman said the form was merely the first step and the study would later focus on more specific areas.
