The illegal manufacture and storage of explosives must be met with immediate jail terms, a judge said yesterday.

Court of First Instance Deputy Judge Michael McMahon jailed mainlander Chan Luk-kam, 30, for 12 months for making an explosive substance. He had pleaded guilty.
