New standards set for stuntmen

Film stuntmen will have to pass tests to qualify for handling explosives in a proposal that will end the industry's apprenticeship practices.

A licensing system will be introduced, classifying stuntmen into three grades and defining what they can do.

A special effects assistant has to complete basic training courses recognised by the Government. On passing a written test, an interview, or a physical demonstration, he can be promoted to a Class II operator after two years, and a Class I operator after another two years.

A new Entertainment Special Effects Licensing Authority will be set up to screen stuntmen and issue permits for the use of explosives in films.

Commissioner for Television and Entertainment Licensing Eddy Chan Yuk-tak, who will head the authority, said the proposal sought to simplify existing procedures.

Currently, a film-maker may have to apply to five departments for licences for shooting a scene involving explosives.
