Staff anger over probation
Civil service unions united yesterday to oppose a proposal that new recruits not be permanently employed for six years.
The Civil Service Bureau has suggested a three-year probation, followed by a three-year contract. Staff could then be employed on permanent terms.
Disciplined services recruits would be offered permanent terms after probation due to the risk they faced and the commitment needed.
Fifteen civil service unions voiced their opposition to the proposal.
Vice-president of the Chinese Civil Servants' Association Peter Wong Hyo said it was unfair to treat civilian grades and disciplined forces differently.
He said the probationary period was effectively six years for civilian grades, which was contradictory to the policy of retaining talented people.
Bureau officials had noted their views but did not promise to consider them, Mr Wong said.
