The ICAC said it had broken up a syndicate of hawkers and hawker control officers suspected of running a racket in Kwun Tong. It is alleged that enforcement squads responsible for the Yan Oi Court area arrived in the morning to talk to the hawkers and decide who would be arrested. They would be taken to court and their fines paid from a fund collected from the hawkers. Seven hawkers have been arrested and seven Hawker Control Grade officers - including a retired superintendent - taken in for questioning.
