MR Goodlad yesterday indicated that Britain would not use an agreement on the 1994/95 elections in exchange for a deal on the airport financing plan.
''The two issues are completely separated,'' said Mr Goodlad, noting that the Joint Liaison Group Airport Committee would meet on Friday.
A third package to fund the airport and its associated railway project has been submitted to the Chinese side. To avoid China sensitivities, the Government has decided to postpone indefinitely the Airport Consultative Committee (ACC) sub-committee on finance scheduled on the eve of the Airport Committee talks.
Instead, a full ACC meeting will be held on June 10 to brief members on a Provisional Airport Authority funding proposal.
