Inflated charge

It has come to my attention that prisoners at Tung Tau Correctional Institute are being charged the sum of $6.50 per A4 photocopied sheet.

This is way above the market rate and in real terms means that a prisoner wanting to copy a 20-page document would pay a sum roughly equivalent to his entire month's salary.

How can the Correctional Services Department justify making such an inflated charge?

These men are obviously in no position to take their business elsewhere.
