The Financial Secretary on Monday announced a fee freeze for major public services including water, sewage disposal, school and medical fees.

The Government has also decided to keep the ultra-low sulphur diesel concessionary duty rate at $1.11 for another six months, until June 30, when it will return to its previous rate of $2, Donald Tsang Yam-kuen said.

The move came after careful consideration based on the economic situation and the advice of lawmakers, Mr Tsang said.

''We have been carefully monitoring public reaction to the questions of fees and charges over the past six months,'' he said.

''Having taken into account those views, the inflation rate, the average adjustment of income level and our economic growth, we have decided not to increase these fees until an appropriate time.''

Mr Tsang added that the launch of the Mandatory Provident Fund was also taken into account in deciding upon the freeze.
