Struck-off doctor fails to return to practice

A disbarred doctor convicted of fraud failed yesterday in his second attempt to have his name restored to the general register of medical practitioners. The Medical Council refused David Chow Siu-shek's first application to return to practice in February last year.

Mr Chow was jailed for two years in November 1990 for plotting to defraud the School Medical Services Board of $18.7 million. He was struck off in June 1995. Three months into his suspension, he was fined $57,000 on 19 counts of failing to keep a proper register of dangerous drugs.
