Doctor to sue Medical Council

A medical doctor, convicted of theft and improper drug labelling, is taking the Medical Council to court for refusing to re-register him.

In a writ made available on Thursday, Dr Kwan Chee-keung, 47, asked the High Court to direct the council to rehear his application for re-registration.

The doctor was struck off for nine months in September 1998 over a theft conviction entered against him in February 1996 and improper drug labelling in September 1995.

The council heard his application for restoring his name to the register on August 2 and rejected his bid on September 28. He is now seeking leave to apply for a judicial review of the decision.
