Citybus is to discipline senior supervisor Louis Kung Shu-yan, who it says acted inappropriately by taking over the driving of a packed bus last month, the Transport Department said. Citybus also pledged to issue clearer instructions on situations that warrant the change of drivers during a journey. Passengers called police on their mobile phones after last month's incident while the bus was on its way to Jardine's Lookout, thinking it had been hijacked.
