Selfish site contractors simply will not stop

Last Sunday, I was sitting in my flat once again listening to workers using power tools on the construction site of the Empire Hotel, at the corner of Kimberley and Observatory roads.

As I have done on countless Sundays, I called the police and complained. Contractors are not allowed to use power tools on Sundays and public holidays or after 7pm on weekdays, but most weekdays, power tools continue to be used after 7pm. Although the police always respond to my complaints, the noise continues after they leave, as the contractors simply do not care and blatantly disregard the noise-control regulations, which are obviously not being enforced.

I have also complained to the Environmental Protection Department (EPD), but still these activities continue.

What can be done now to make the contractor observe the relevant government ordinances? Do I have to continually call the police or wait weeks for the EPD to make further investigations and still get nowhere? What is the point of introducing paltry fines against a contractor if the contractor continues to offend?

Also, it is my understanding that there should be a covered walkway for pedestrians walking past a construction site. However, at this site, we have to use the road. I would appreciate answers from the relevant government departments.
