Wrong arm of the law

Police officers seemed uncertain whether to arrest a human rights activist who demonstrated outside the Harbour Plaza hotel in Hunghom, where Mr Jiang is staying.

Frank Lu Siqing, director of the Information Centre for Human Rights and Democracy in China, was dragged away by police yesterday while displaying a banner calling for the release of dissidents detained on the mainland.

Mr Lu said a debate then ensued, with some officers wanting to take him along to the police station for questioning.

'They had quite a long argument for around 30 minutes during which they also grabbed my mobile phone while I was talking to Leung Kwok-hung [April 5th Action Group activist],' said Mr Lu. He was not arrested.

The deputy chairman of the Legislative Council Security Panel, James To Kun-sun, said: 'Police had no right to arrest Mr Lu, who had no weapon and was only demonstrating by himself.'
