Dangerous moves

Being a frequent road user, I have noticed that most drivers seldom use their indicator lights when changing lanes.

The worst offenders are drivers of light vans and taxis. They drive at high speeds and change lanes frequently. I have seen many near-accidents when a vehicle switched lanes, giving no prior warning to other drivers. Could the relevant government department explain the law relating to the use of indicator lights?

I am also concerned about those irresponsible drivers who throw rubbish from their vehicles on to the road. Could the Police and Food and Environmental Hygiene Department tell me how many drivers were prosecuted last year for this form of littering?
