As I watched the Chief Executive's Policy Address on Wednesday afternoon, I found it puzzling that the networks did not use Nicam to broadcast different languages.

Instead, all scheduled programmes on the four channels of TVB and ATV were displaced by the English and Cantonese broadcasts of the speech. Viewers were not offered a choice when the technology actually allows it. It was also bizarre that one had to switch to satellite TV to listen to the Putonghua version.
