Five employees were evacuated from the ground-floor despatch unit of the Legislative Council building and its ventilation system was switched off when a second letter addressed to legislator Emily Lau Wai-hing was found to contain white powder, suspected to be anthrax. After examination by bomb disposal officers, it was confirmed the powder was flour.
