A total of 13 directors and staff members of two construction companies appeared in Eastern Court yesterday over allegations they supplied $16.8 million in counterfeit locks for Housing Authority projects between November 7, 1997, and February 19 last year.

They were all jointly charged with 10 counts of conspiracy to defraud. No pleas were entered. Magistrate Ian Candy adjourned the case to February 6 and the defendants were freed on bail.
