Dangerous idiots continually race motorcycles or cars along Yan Yee Road in Sai Kung.

I have been in contact with Sai Kung police by phone and also in person. They advise me to call 999 which I find strange since some time ago the public were advised to use this number only in an emergency. I have used this number lately to report road racers, but by the time the police are despatched they are gone. I wonder why?
