Noise nuisance
I refer to the letter by G Gunn of the Civil Engineering Department (CED), headlined 'Poor noise barriers' (South China Morning Post, April 27), regarding site formation work behind Smithfield and Lung Wah Street, in Kennedy Town.
I have spoken to staff at the CED and the Highways Department who are responsible for the site formation and the Smithfield extension respectively. They explained what they are doing, but cannot help me with my case.
The opening of the Smithfield extension in January 1998, provided opportunities for motorists to drive at speed in the middle of the night. Yet the noise generated did not affect the Smithfield Garden apartment block, until October of last year when the CED began to remove trees between the extension and Smithfield Garden, as part of the site formation work.
As I understand it, the Environmental Impact Assessment study only covered the noise impact on Smithfield Garden during peak daytime traffic hours. On this basis it was decided noise barriers were not needed to protect Smithfield Garden. My concern is with intermittent noise generated by speeding motorists in the middle of the night.
I urge the Environmental Protection Department to take up this case and take whatever action is necessary to eliminate this noise nuisance.
