Secretary for Justice Elsie Leung Oi-sie disclosed that the SAR government will soon release a consultation paper on Article 23 of the Basic Law. There is speculation that the central government has pressured her into enacting the anti-subversion law which prohibits any act of treason or sedition.
In my opinion, it is very difficult for this legislation to pass the Legislative Council because most directly elected councillors and those representing the functional constituencies will either oppose or abstain.
Nevertheless, as the objective of this law is to target the Democratic Party, The Frontier and the Alliance in Support of the Patriotic Democratic Movement in China, then I hope that in the future those political organisations will refrain from criticising the central government wrongfully and irresponsibly.
