Lay-by can be used

Your correspondent Paul Y. K. Tsang (South China Morning Post, October 18) asked for a drop-off zone in front of the Discovery Bay ferry pier in Central.

The road in front of Central Pier No. 3 is marked with double yellow lines along the carriageway, which means the carriageway itself is a no-stopping restriction zone.

However, vehicles are allowed to load and unload at the off-carriageway lay-by opposite the pier.

There is also a taxi stand at the upstream portion of that lay-by and sometimes the entire lay-by is full of taxis.

Therefore, a no-stopping restriction is to be imposed on taxis at the downstream portion of the lay-by to ensure that a loading and unloading area is free for other vehicles.
