Four lawmakers have been strongly criticised over their performances in Legco over the past year. Two of them, Timothy Fok Tsun-ting and Philip Wong Yu-hong, were even described as being 'unqualified' to be legislators. The annual exercise to examine the council's performance is carried out by the Catholic Church's Justice and Peace Commission. The other two were Andrew Wong Wang-fat and Lau Wong-fat.
