Tung made no mention of lesbian and gay people

Chief Executive Tung Chee-hwa's Policy Address seems to have declared that 10 per cent of the population in Hong Kong has been excluded from a 'Caring and Just Society'.

Under this subhead, 'legislation against racial discrimination' has been listed as an ongoing initiative, but there is no mentioning of another sizeable discriminated minority: lesbian and gay people.

Does it mean that Mr Tung has turned his back on some 600,000 to 700,000 of his citizens? We hope not. But failing to acknowledge the pain and suffering that such a large number of people face is unjust.

Horizons (www.horizons.org.hk) is a listed charity that provides counselling services for people affected by sexual orientation issues.

One of its major objectives is to promote equal opportunities between people with different sexual orientation.
