IS SERIOUS POLLUTION A FORM OF SLOW GENOCIDE?

With regard to yet more frightening pollution facts in the South China Morning Post, on January 15 ('Air pollution levels soar to 12-month high'), I would like to know from the lawyers out there, whether it would be possible for the Hong Kong government to be forced to take up its responsibility to protect the health of its citizens through the courts.

Surely it can be argued that subsidising diesel and doing nothing to stop private car owners clogging our roads is a form of slow genocide?

The abuse pedestrians put up with in this city truly beggars belief.
