In Bowen Road on February 19, I saw one large truck and three light vans parked near a works site.

There were several supervisory staff and four workers from the Highways Department covering the tarmac surface of the pathway with vivid brown paint completely out of keeping with the natural surroundings.

Several weeks ago workmen were scoring the tarmac surface of the road outside Bowen Road Garden to make it look like paving stones. That area was also covered in brown paint.

At a time when the financial secretary is contemplating cuts to Comprehensive Social Security Assistance and increases in taxation, does the government not have a mechanism for reviewing expenditure, cancelling unnecessary projects, and deferring non-essential ones until its finances are in better shape?
