China's No 1 oil firm PetroChina and shipping giant China Ocean Shipping Group (Cosco) have agreed to develop the international ship-fuels market. PetroChina said the partnership would allow it to tap the market at a lower cost by leveraging on Cosco's extensive distribution network.
