Rethink on fraud investigations
Concerns over the handling of fraud allegations against prominent Hong Kong banker Liu Jinbao have prompted the central government to quietly rethink the 'rash tendencies' that have characterised investigations involving businessmen. Mr Liu was swept up in the scandal surrounding Shanghai tycoon Chau Ching-ngai, and was recalled to Beijing before being cleared of any wrongdoing. Officials worry the policy of detaining first and asking questions later could threaten future development. A7
