Actions suggested by Synergy to improve governance:

Introduce universal suffrage to elect the chief executive and legislature;

Reform the Central Policy Unit to better engage people in policy formulation, and establish an office to track public sentiment;

Review the policy committees under the Executive Council to eliminate inconsistencies;

Groom political parties that enjoy popular support and attract political talent;

Allow people to nominate themselves for appointment to advisory bodies and introduce higher transparency in appointments and operations;

Demonstrate that consultations are effective in shaping public policies, and establish clearer guidelines on the use of white bills and green and white papers;

More public hearings to be held by the Legislative Council and district councils.
