More than 3,400 mainland citizens kept in HK jails

A total of 3,473 mainland citizens were serving sentences in Hong Kong in mid-September. Half had been jailed for breaching the Immigration Ordinance, Secretary for Security Ambrose Lee Siu-kwong said. He said negotiations with the mainland on the transfer of prisoners were still going on.
