District council appointees

Should the chief executive reduce the number of appointed members of the 18 district councils (the Democrats say the minimum is two per council) or even abolish the appointment system altogether? He has the prerogative to appoint up to 102 members, nearly one-fifth of the total seats. Share your views: write to us.
