I refer to the letter headlined 'It's time to control car flows' (January 12), by Bob Beadman.

Road tolls or levies during rush-hour or round the clock will not work in Hong Kong for reasons known to many decision-makers for a very long time. For one, enforcement will be a nightmare and will result in so many conflicts between ordinary citizens and the authorities in a politically charged environment that the government will not touch it with a 10-foot pole.

A more palatable way to reduce car usage is to control the number of cars with a quota similar to Singapore's, together with generous tax incentives for the voluntary scrapping of cars over, say, seven years' old.
