Veterinary experts say the central government's recent commitment to openness is the reason why it has acknowledged cases of bird flu on the mainland for the first time.

Poultry epidemics have occurred regularly throughout Chinese history - with many dating back centuries - and mainland farmers often treated the outbreaks as bad luck that could be driven away by worshipping the gods.
