Harvard inspires fresh outlook

Mr Li spent 20 days at Harvard University's John F. Kennedy school of government five years ago. The short stint left a deep impression, even if he was not enamoured with the western political system.

'We will go the Chinese socialist way, but government management and organisation in western countries is worth studying,' he said.

In the west, the separation of functions and different levels of management was done very well, he said.

'The use of case studies to teach in Harvard University is very good. After I came back in 1999, I made use of case studies in our cadre training classes.'

As part of its reforms to build an efficient government, Shenzhen would improve training of civil servants and send them overseas, he said.
