WHEN Secretary for Planning, Tony Eason held a press conference yesterday to announce new sewage charges, he dedicated the occasion to the persistent digging on the matter of the Post's Kathy Griffin - something not to be sniffed at. Kathy, alas, was not there . . . she's just given birth to twins.
