Focus on curbing junk faxes

Measures to combat junk faxes including legislation will be presented for public consultation, Secretary for Commerce, Industry and Technology John Tsang Chun-wah said yesterday.

In a written response to an inquiry from legislator Lau Kong-wah, Mr Tsang said legislation was needed to curb junk faxing.

He said the Office of the Telecommunications Authority would issue a public consultation paper but no date had been set.

The consultation would also discuss how to strengthen existing codes of practice.

The authority has received 279 complaints from consumers about unsolicited fax advertisements while the five local fixed-telecoms network services had received 23,953 complaints.

At present, the authority refers the complaints to the five network operators, which then investigate the complaints according to procedures set by the authority.
