ICAC to launch review of procedures

Hong Kong's anti-corruption watchdog has launched a wide-ranging review of procedures after Chan Sai-ming's case was thrown out of court.

The Independent Commission Against Corruption last night warned officers who are found to have broken any laws or stringent procedure guidelines may face disciplinary action.

In his judgment yesterday, Judge Derek Pang Wai-cheong raised concerns about the treatment of Chan while a detainee, his admission statement and the seizure of his mobile phone.

'We have to respect his decision and stand by the judgment, and as standard practice we will review the case,' an ICAC spokeswoman said yesterday.

'We need to see what lessons can be learned from this.'

She said matters including the 'seizure of property from a suspect' and 'access to legal representation' would be a key part of the probe.

The investigation into corruption in the music and entertainment industry, codenamed 'Operation Dancing Shadow', was continuing despite the setback, she said.

'The judge ruled out the admissions made by Mr Chan and because corruption is such a very secretive crime many of our cases depend on the suspect's admission,' she said.
