Heilongjiang aims to build at least three airports to strengthen its communications network amid a broader central government plan to revitalise the northeastern rust belt.

Tan Wen, the deputy director of Heilongjiang's development and reform commission, said the provincial government planned to invest between 130 million yuan and 150 million yuan for each airport.

The first airport expected to be approved would be in Mohe, near the border with Russia, which the province is hoping to promote as an intermediary for trade.
