Protect investors, let them say they read the fine print

A friend wanted a head-start to buy into the first real estate investment fund run by the Housing Authority, so she called the Hang Seng Bank to get details about the Link fund.

An amusing conversation ensued.

'I'd like to apply for the fund. Can I have the form?'

'Sorry, but there are no application forms until December 6.'

'Can't I buy now?'

'Yes, but you have to read the prospectus to learn the details - especially the risks - first.'

'But I have read all the news reports about the trust.'

'Miss, you can't do that,' the officer said.

'The Securities and Futures Commission says you must read the whole thing [the prospectus].'

'Do I have to read it? Must I sign a declaration to the effect that I have read it?'

'No need. You just have to tell me you have read it,' said the bank officer.

How convenient!
