THE political sub-group of the panel preparing for the territory's handover could soon begin discussing the formation of the 1997 legislature.
Members would discuss today whether it was necessary to give the issue top priority when deciding a working plan, the sub-group's Hong Kong convener, Leung Chun-ying, said after a brief discussion with his Chinese counterpart, Xiao Weiyun.
The decision would be taken against the background of minimal progress in the Sino-British talks on political reform, he said.
The working plan will be tabled for endorsement in the next full meeting of the Preliminary Working Committee for the Special Administrative Region Preparatory Committee to be held from December 9.
At the sub-group's September meeting it was decided that relations between the legislature and the executive should top the agenda.
Mr Leung admitted members had changed their minds.
