A police detective will appear in court today on charges of bribery and blackmail.

Senior Detective Constable Yiu Shu-pui, 43, is accused of taking a $10,000 bribe from a man for not prosecuting him for a suspected deception offence.

The Independent Commission Against Corruption also alleges that Yiu blackmailed another person into collecting the bribe for him.

Yiu will face one charge of accepting an advantage as a public servant contrary to Section 4 (2) (a) of the Prevention of Bribery Ordinance, and one count of blackmail when he appears in Kowloon City Court. The ICAC said it started its investigation after receiving a corruption complaint against Yiu on April 12 and arrested him the same day.

In a statement last night, the commission said the corruption charge alleged that Yiu had accepted $10,000 from a man on April 12 in return for not taking appropriate action against an alleged case of deception.

Yiu was also accused of making an unwarranted demand with menaces the same day when he arranged for the bribe to be collected for him in Chung Hau Street, Ho Man Tin, the ICAC said.

Meanwhile, an annual ICAC report, presented to the Legislative Council yesterday, revealed that a total of 3,674 corruption reports were recorded during last year, representing a decline of 13 per cent compared with the year before.

Complaints concerning the private sector continued to make up the bulk of the cases, constituting 58 per cent of the total, the ICAC added.
