Support for Tsang from top state leaders

President Hu Jintao and Premier Wen Jiabao are to pledge their support for Donald Tsang Yam-kuen's administration tomorrow after he is sworn in as chief executive.

Mr Tsang, who was appointed by the State Council as the city's new leader on Tuesday, is scheduled to fly to Beijing today to take his oath of office at a ceremony in the Great Hall of the People tomorrow.

He is expected to meet Liao Hui , director of the Hong Kong and Macau Affairs Office and the Chinese People's Political Consultative Conference.

The new chief executive, who will stay at Diaoyutai State Guesthouse during his two-day trip, will be joined by Secretary for Justice Elsie Leung Oi-sie and Secretary for Constitutional Affairs Stephen Lam Sui-lung during the ceremony.

Mr Wen will preside over the ceremony and will present Mr Tsang with the State Council's appointment letter installing him as chief executive.

Mr Tsang will be the first chief executive to be sworn in in the capital. Tung Chee-hwa's swearing-in ceremonies were held in Hong Kong.

Mr Wen is due to meet Mr Tsang in another room in the hall after the swearing-in ceremony. Other top State Council leaders, such as State Councillor Tang Jiaxuan , are expected to join the meeting.

Mr Hu and Vice-President Zeng Qinghong are expected to receive Mr Tsang tomorrow.

Meanwhile, the United States has congratulated Mr Tsang on his appointment as Hong Kong's new leader. 'We congratulate Donald Tsang on his being named chief executive of Hong Kong,' said US State Department deputy spokesman Adam Ereli.
