With Chief Executive Donald Tsang Yam-kuen's first policy address coming up (October 12), what do you think should be his top priority for the arts?

Hong Kong Arts Centre executive director Louis Yu Kwok-lit:

'A decision on the West Kowloon development that addresses the concerns and opinions the public has raised in the past two years.

'Everyone has reached a consensus that the project should go ahead. The question is how. The government has collected enough views and opinions to act. Tsang should be bold and take up this responsibility.

'The development appears to be moving in the right direction. They're re-thinking issues such as the single-developer approach, the Norman Foster-designed canopy and setting up a body to oversee the project.

'The Pearl River Delta is undergoing a cultural boom, with more and more museums being built. Hong Kong must catch up. It's time for the government to act. Don't delay for another two years.'
