A FEDERAL judge dismissed lawsuits American Telephone and Telegraph Co filed last February against its rivals for allegedly providing long distance telephone service at secretly negotiated rates. The judge found that the US Federal Communications Commission has primary jurisdiction over long-distance tariff matters.

ATT filed suits against MCI Communications Corp and Sprint Corp for allegedly providing service to customers at rates they had not filed with the FCC.
