Decorated fire chief on misconduct charge

A highly decorated senior fire services officer has been charged by the ICAC with misconduct over his part in the purchase of state-of-the-art emergency services call systems for the department.

Hong Kong East divisional commander Tung Tung-san will appear at Kowloon City Court tomorrow morning to face one count of misconduct in public office and two alternative charges, the Independent Commission Against Corruption said yesterday.

The charge alleges that Tung, 48 had dishonestly aided the award of a contract between a company of which his sister was a director and shareholder - MediAdvertising (HK) - and Singapore Engineering Software, to organise a contract-signing ceremony to mark the launching of the Fire Services' Third-Generation Mobilising System project, which cost $445 million to develop, in March 2001.

Tung was also accused of unlawfully keeping two computers and an LCD monitor, which had been supplied for his temporary use by the system contractor.

It was also alleged that he had improperly authorised the full release of a final payment to a contractor despite knowing that only 70 per cent of the work had been completed.

The charge also accuses Tung of soliciting and accepting from the vice-president of the system contractor a job for his daughter at the contractor's headquarters in Singapore.

The officer has been released on bail pending his court appearance tomorrow.

Tung was awarded a Meritorious Service medal in 2004.
