Warning on massaged forecasts

China's top planning agency has warned local governments that they face 'severe consequences' if they massage economic growth projections for the 11th Five-Year Programme.

The National Development and Reform Commission told them to be scientific and reasonable when setting forecasts.

'Regions shouldn't work out growth targets from the per capita income of US$3,000,' it said, according to Xinhua. Beijing has set a target of reaching per capita income of US$3,000 by 2010.
