RTHK staff appraisal to change

RTHK will broaden staff performance appraisals to cover whether officers have followed government procedures and guidelines, senior officials say.

The plan, to be introduced by the year-end, is part of a revamp following the Audit Commission's criticism of a so-called culture of non-compliance in the government-funded broadcaster.

Director of Broadcasting Chu Pui-hing told the Public Accounts Committee a special envoy from the Treasury had mapped out an action plan on how to execute recommendations in the value-for-money report over the next year.

'The challenge before us is daunting. But I have absolute confidence that we will show improvements,' he said.

Deputy Director of Broadcasting Ng Sek-fai said staff would soon be consulted on the revised performance appraisal system.

Secretary for Commerce, Industry and Technology Joseph Wong Wing-ping hoped staff at all levels would strictly adhere to the rules after the revised appraisal.

'I would have thought that should have been part of the appraisal. Indeed, if civil servants do not follow government rules, it's misconduct,' he said.

Assistant Director of Broadcasting Cheung Man-sun said management would raise the need for discretion or flexibility with the policy bureau if there were practical difficulties in compliance.

Mr Chu confirmed that Mr Ng would retire by mid-August but would not be drawn on the possibility of the government appointing a senior administrative officer from outside to fill the post.

He said a promotion committee would meet soon to consider the vacancy, adding that internal promotion would be the best option.
