Alan Leong's plan to combat social ills

Chief executive election hopeful Alan Leong Kah-kit will today unveil his platform for combatting poverty, with a main theme of preventing family violence and creating more education and job opportunities for the young.

In a speech to be delivered in Tin Shui Wai, one of Hong Kong's poorest districts and the one with the highest incidence of social problems, he will say he aims to help underprivileged groups by reducing the gap between rich and poor.

He will also seek to improve education and training opportunities for youngsters and push for more public and non-governmental organisations to create more jobs.

A long-standing call for government subsidies for people making long journeys to work will also be included in his platform, as will the introduction of a minimum wage.

He will stress the need for protection of underprivileged groups and ethnic minorities.

Chief Executive Donald Tsang Yam-kuen yesterday also seized the opportunity to reiterate the need to strengthen family relations.

'We need new thinking, new vision to strengthen the function of families,' he said during a public function. The government had begun studies to seek a new social welfare service model, he said.
