Land curbs on projects

The central authorities have banned local governments from approving certain types of projects and imposed conditions on others as part of efforts to curb encroachment on farmland.


The Ministry of Land and Natural Resources and the National Development and Reform Commission jointly issued lists of the banned and restricted projects. The banned developments include luxury homes and villas, golf courses and race courses. Local governments also may not approve the opening of mines and oil and gas wells which lack proper licences.


The restrictions on other projects are designed to avoid grants of land to inefficient producers. These include the steel, chemical and construction materials industries. Government departments and Communist Party organs must also seek approval for building new offices, leisure parks and roads.
