According to Priscilla Viuya, president of Tarlac State University (TSU), graduates must be ready to face the challenges of the information age and be prepared to play a productive role in the global economy.
Therefore, the university, in the central Luzon region of the Philippines, has taken steps to introduce new programmes and build a stronger international profile.
These measures, Dr Viuya said, were linked closely to the university's vision of maintaining a culture of excellence in instruction and research by promoting quality, higher education programmes for people empowerment and professional development.
An important element of that was to develop ties with universities and other leading institutions around the world, while supporting free expression, reasoned discourse and diversity in ideas.
'Tarlac State University is part of a rapidly changing world, and it has to contribute in appropriate ways to the development of a global society,' Dr Viuya said. 'By building an international profile, we are promoting variety and flexibility. Moreover, our system of teaching is open to respond to global challenges.'
She said that, as a result of technology and various economic, political and cultural factors, the world had effectively become borderless.
